Overview & Background

The Sustainability Fellow will focus primarily on management of two key programs, SB 1383 and the Brisbane Building Efficiency Program (BBEP), with additional opportunities to support climate action and environmental programs as time and fellow’s interest allow. The fellow will be exposed to local policymaking through evening meetings of the city’s Open Space and Ecology Committee (monthly), and possibly OSEC subcommittees or City Council. They may also support community environmental volunteering or outreach events which generally occur on Saturdays a few times throughout the year.

SB 1383 is a state law which requires the reduction of organic waste from landfill and building capacity towards a circular waste economy through requirements for composting, edible waste diversion, and jurisdiction procurement of recycled paper and organic waste products. The Brisbane Building Efficiency Program is a local program requiring most buildings 10,000 square feet and larger to report their annual energy and water use to the City and demonstrate their buildings are high-performing or take steps to improve them.

Responsibilities

  • Education and outreach for both SB 1383 and BBEP, including direct-mail, email, website, social media and newsletters
  • Assist building owners/managers with benchmarking and “beyond” requirements under BBEP, such as troubleshooting benchmarking data, reviewing building audits, and sharing resources available for building efficiency and electrification upgrades
  • Compliance and enforcement actions for SB 1838 and BBEP, including tracking and communicating compliance status, and mailing of formal non-compliance notices
  • Further developing and maintaining the Brisbane Implementation Record for SB 1383, including training fellow staff regarding procurement requirements and record-keeping
  • Coordination with our waste hauler and countywide collaborative programs under SB 1383, including compost procurement and giveaways
  • Other sustainability projects as time and interest allow based on Brisbane’s Climate Action Plan and the Open Space and Ecology Committee’s annual workplan
